DART and Panhandlers

For those that don't know panhandling is a city ordinance that the City Of Dallas has, and is not a Texas Law. Just like Texas State Troopers, DART can not enforce any city ordinances only Texas Law. I do agree that there needs to be a way DART can take care of this.
