I still don't see the sense in building a park and now a road too in a place that floods.

Even if the road is built as an elevate road, the footings still face erosion damage from the flooding.

The park will need, at a minimum, annual repair for the flood damage.

Furthermore, what makes people think that this is automatically a desirable thing. Look at White Rock Lake and Bachman Lake. Neither of these is a desirable place to be after dark.
