City Council Candidate Continues To Sit On Park Board
Gloria Hogg, Dallas Park Board representative for District 4, has apparently announced that she's a candidate for the Dallas City Council District 4. Hogg, appointed by Maxine Thornton-Reese, has not yet filed a treasurer's report with the City.
The Dallas City Charter, Chapter III, Section 17(a) reads (in part): "...If a member of any board appointed by the council or any appointive officer of the city becomes a candidate for nomination or election to any public office, he or she shall immediately forfeit his or her place or position with the city."
The question is: why does Hogg continue to sit on the Park Board?
Hogg's intentions are apparently known far and wide. On May 12, the Elite News published an article about a party thrown by Hogg for Dallas Deputy Chief of Police Patricia Paulhill.
The article quickly turned into a flurry of platitudes for Gloria Hogg, including the title, "Candidate for Dallas City Council...District 4."
District 4, which covers parts of Oak Cliff, Southeast Dallas and Pleasant Grove is in dire need of a makeover. Part of the problem, however, is that current city council members continue to endorse unethical behavior by cronies.
In this case, Hogg's behavior may violate the Dallas City Charter. In this case, enforcement may rest with the Dallas City Attorney and ultimately the Ethics Commission.
There is certainly plenty to investigate.
