Questionable DISD fund accounting probed

DALLAS - While federal agents continue to investigate abuses of the Dallas Independent School District credit card, new questions have surfaced about the district's finances.
The recent inquiries question how millions of student activity funds were accounted for and spent.
Over the past two months, News 8 poured over thousands of records trying to determine if $15 million in student activity funds were being appropriately spent, which was made difficult by a lack of cooperation by top district officials.


Bilinguals
On the section of "Recent comments" there is a title Bilinguals Need to Learn English.
Who wrote this? And what is a Bilingual?
A person who speaks two languages is referred as bi-lingual
I would like to know if the English language changes and I see it a log as bilingual without the dash?
How can people learn English when the ones requesting it cannot use proper spelling or use words properly as "hard" and "difficult"?
This person using the word Bilinguals should go back to school or speak another language and not English.
Please learn how to talk, yourself, before you tell other people how to talk.
