Clarence David Fryar, III, recently named to head the DISD's newly-founded Office of Integrity resigned abruptly after he was found to have lied on his resume.

Fryar, 53, claimed among his qualifications that he was a certified public accountant (CPA). A check of the Texas State Board of Public Accountancy database shows that Fryar's license expired in 1996.

Also, according to the database, a complaint was filed against Fryar in 1999 and his expired license was suspended (???).

Fryar left office after a week on the job when the Dallas Morning News discovered the expired/suspended license.

How is it that the DISD human resource office did not know if the credentials of the candidate they selected were valid or not? Clearly, they did not have time to do the job right and now they have to do it over.

The PCard is similar in nature.

My Daddy always said: "If you dont have time to do a job right, when will you have the time to do it over?"

I think this applies to DISD.

I might add, accounting and purchasing controls should be created on the front side and not on the back side of issuance.

The Director of Integrity is really not needed if you are paying Paul Coggins,et al , $1 million bucks to clean it up.

At the end of the day, will the district get its money's worth?

What did the district save in resources by issuing PCards?

What did the PCards cost?

An integrity officer might have been a good person to do the work of the attorneys but with an estimated $38 million in purchases on these puppies, it will take an eternity and they are still being used?

Who did the cost benefit analysis on this program? Who was responsible for the controls?

Who pays???
