If Proposition 1 fails, and Dallas goes ahead with its plan to build a high speed toll road down the Trinity, repairs made to levees could lead to expensive repairs to the toll road according to the U.S. Army Corps of Engineers.

Here is how I see things going down:
(1) The people who have a financial stake in this road, mainly entities like the Allen Group and other Inland Port interests, buy the debt to build the road. The road does not pay for itself so tolls are raised on existing NTTA assets?
(2) The cost to maintain the road is so high due to levee repairs, flood wall and dirt bench erosion that the NTTA dumps the road on the TXDoT who continues to operate the road at a loss to tax payers.
